Engrossed Senate Bill 608 The purpose of this bill is to increase certain fees charged by the Division of Motor Vehicles. · Increase the registration fee for class A passenger vehicle weighing less than 4,0001 pounds from $28.50 to $38.50 per year. The Division renews an average of 931,000 of this weight class A vehicle registrations each year. Increasing the fee will increase revenue deposited to the State Road Fund by $9,310,000. · Increase the registration fee for class A passenger vehicle weighing between 4,0001 and 8,000 pounds from $28.50 to $58.50 per year. The Division renews an average of 549,000 of this weight class A vehicle registrations each year. Increasing the fee will increase revenue deposited to the State Road Fund by $16,470,000. · Increase the fee charged for a duplicate plate/decal from $5 to $15. The Division estimates 15,000 transactions of this type are generated each year. Increasing the fee will increase revenue deposited to the State Road Fund by $150,000. · Increase the Title Document fee from $10 to $21. The Division generates approximately 600,000 titles each year (duplicates and instant print titles included). Increasing the fee will increase revenue deposited to the State Road Fund by $6,600,000. · Increase the Vehicle Transfer Fee from $5 to $6. The Division generates approximately 200,000 of this type of transaction each year. Increasing the fee will increase revenue deposited to the State Road Fund by $200,000. · Increase the Lien Recording Fee from $5 to $13. The Division generates approximately 250,000 of this type of transaction each year. Increasing the fee will increase revenue deposited to the State Road Fund by $2,000,000. · Increase the Vehicle Record Fee from $1 to $7. The Division generates approximately 20,000 of this type of transaction each year. Increasing the fee will increase revenue deposited to the State Road Fund by $120,000. · Increase the fee for a class E or standard driver’s license from $2.50 per year to $6.50 per year (ID Cards and GDL 3's included). Each year the Division issues approximately 260,000 driver’s licenses. Increasing the fee will generate an additional $5,200,000 per year deposited to the State Road Fund. This is based on a $4 increase per year, making the total increase per Driver’s License $20 as they are renewed every 5 years. · Increase the fee for a duplicate driver’s license from $5 to $15. Each year the Division issues approximately 100,000 duplicate driver’s licenses. Increasing the fee will generate an additional $1,000,000 per year deposited to the State Road Fund. · Increase the fee for a Driving Record from $5 to $10. Each year the Division processes approximately 500,000 driving records. Increasing the fee will generate an additional $2,500,000 per year deposited to the State Road Fund. · Increase the fee for Certifying any Record from $1 to $3. Each year the Division certifies approximately 15,000 records. Increasing the fee will generate an additional $30,000 per year deposited to the State Road Fund. The total revenue that would be received by increasing the three fees would be $43,580,000 per year. All revenue from these fees is deposited to the State Road Fund.
