The bill creates and establishes a new Intermediate Court of Appeals. Insofar as West Virginia Public Defender Services is concerned, the bill should have little if any impact upon our costs and revenues.

Explanation of above estimates (including long-range effect):
In response to the enactment of the Revised Appellate Rules in 2010, WVPDS estimated an increase in appellate costs for FY 2012. Under these rules, litigants have been assured that all parties wishing to appeal will receive an opinion on thier case.
The costs of these appeals have already been accounted for in current budget requests; therefore, we do not currently project any cost increases as a result of this bill.
