3. Explanation of above estimates (including long-range effect):
The House Judiciary Committee removed the section of the bill concerning the collection of juveniles. The sole purpose of the money requested under the fiscal note was to pay for the additional individuals that would have been collected under the juvenile provision. The creation of the "West Virginia State Police DNA Database Fund" for the purposes of helping support the DNA Database program by receiving funds collected from convicted offenders is still required.
