Effect this measure will have on costs and revenues of state government.
SB 603 proposes including the WV Wing of the Civil Air Patrol (CAP) as part of the National Guard for workers compensation policy purposes. The proposal has no fiscal impact as it relates to the operations of the Offices of the Insurance Commissioner. Any fiscal impact to state government would be for the workers compensation premium amounts within the state agency policy that the CAP coverage would roll-up into (appears to be Department of Military Affairs and Public Safety).
Our office does not have access to the detail necessary to provide an estimated cost of premium. Need number of personnel covered, hrs worked performing missions within the state, etc.
A fn request has also been made of DMAPS, as they may have more detailed information relative to the proposal and can confirm if they would be providing coverage within their wc policy.
