    This bill affects only one person as all other current WVABCA Enforcement Agents are civil service and have met the civil service testing and qualification requirements as designed by the WV Division of Personnel.
    
    This bill could create a precedent that the Legislature could approve legislation that circumvents the established WV Division of Personnel testing, evaluation and qualification processes to select qualified canidates for various posted positions throughout the state.
