Explanation of above estimates (including long-range effect):
Estimated total costs and estimated total revenues WILL NOT change. The proposed legislation would enable an increase in the fund balance that may be carried forward at the beginning of the fiscal year. This increase in the fund balance is necessary to offset a decline in federal grant funds.
Memorandum
Failure to pass this proposed legislation would impact state government operations in the Underground Storage Tank program. The current fund balance allowed is insufficient to offset the decline in federal grant revenue and maintain current level of operations.
