Effect this measure will have on costs and revenues of state government.

    The effect will be neutral. Attorney fee awards in Surface Mine Board cases are currently authorized by regulation. The statutory authority for these regulations was left out of the code when provisions concerning the Surface Mine Board were amended and reinacted in the mid 1990's. This bill is a technical correction to restore statutory authority for the fee awards.
