Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The Division of Forestry is charged with the responsibility to issue burning permits, however the costs and expenses of issuing these permits has never been directly recuperated. The addition of this revenue will recuperate and offset expenses that already exists. Although the agency has been able to meet its mandated responsibilities in past years, declining revenues in the Severance Tax Operations fund and the freeze of those revenues along with decreased General Revenue funding over the last couple of fiscal years has made it difficult for the agency to continue meeting all mandates. The addition of this revenue will allow the agency to continue meeting these mandates.

Explanation of above estimates (including long-range effect):
The increased revenue will allow the agency to directly recover expenses currently associated with issuing an average of 850 permits annually.
