Explanation of above estimates (including long-range effect):


The purpose of this bill is to provide for alternative certification for principals and allowing approved education providers to provide alternative certification programs for teachers. The bill would significantly impact education by allowing non-institutions of higher education to alternative prepare both teachers and principals. The bill would also impact personnel hiring practices by requiring that job postings be advertised or posted a minimum of two times before a county could hire an individual on an alternative route certificate. The WVBE would have to develop guidelines to approve the operation of a non-IHE based alternative route program. Additionally, the bill would authorize professional development be used in lieu of college course work to renew expired certificates. Currently, there is no additional cost associated with the approval process for institutions of higher education seeking to offer programs; the bill would not create additional costs for the creation of an approval process for non-IHEs to offer alternative route programs, nor for the verification of professional development that would be used to renew expired certificates instead of college coursework.
