Effect this measure will have on costs and revenues of state government.


The amendment to allow the spouses of military personnel who voluntary quit to accompany a spouse serving in active military who has been reassigned from one military assignment to another to qualify for unemployment compensation would result in approximately 10 claims for any given year and $49,240 additional benefits being paid for those claims. This dollar amount is based on average weekly benefit amounts and duration derived from statistics reported during 2nd quarter CY 2010.

Explanation of above estimates (including long-range effect):


Number of Active Duty Military Spouses in the WV Labor Force: 225 NOTE: Based on U.S. Department of Defense - Office of the Deputy Assistant Secretary of Defense Mid-Atlantic Region Liaison. Number of Military personnel that could be transferred to another location: 10% NOTE: Based on information on Office of the Deputy Under Secretary of Defense. Installation and Environment. Military Personnel relocates approximately once every 3 three year. Therefore, approximately 10% could be transferred in any given year. Percentage of military spouses who are employed: 51.5%NOTE: Based on information on Office of the Deputy Under Secretary of Defense Installation and Environment. Percentage of military spouses who are dual-military: 13% Note: Based on Defense Manpower Data Center statistics. Dual-Military means in the armed forces as well. Number of spouses that could potentially file for unemployment: 10 Based on the percentages and statistics above, we estimate that of the 225 military spouses within West Virginia, 116 of the spouses will be employed. Using the concept that 13% of the 116 employed spouses would be dual-military, we can establish that only 100 of these spouses would be privately employed. In conjunction with the possibility of 10% relocating in any given year, we can conclude that 10 claims could be file in any given year. Average Weekly Benefit Amount: $264.77 NOTE: Based on U.S. Department of Labor - Office of Unemployment Insurance 2nd quarter CY 2010. Average Duration of Benefits Paid: 18.6 NOTE: Based on U.S. Department of Labor - Office of Unemployment Insurance 2nd quarter CY 2010. Total Potential Dollar Affect on the Trust Fund: $49,240.00 Note: Based on 10 claims, drawing the average WBA, for approximately 18.6 weeks. Total Maximum Benefit Amount per Claim is $4924.
