Effect this measure will have on costs and revenues of state government.
With the passage of this bill the West Virginia Regional Jail Authority would need a general Revenue Budget of 22 million to pay the 50% the counties would not be paying, and to cover the loss of revenue for only charging 1/2 days per diem for inamtes who stay less than 24 hours.
