Effect this measure will have on costs and revenues of state government.


Total cost all funding sources: $19,237,453 The cost to the General Revenue and Lottery Funds would be $8,327,789. The cost to the State Road Fund would be $3,223,967. The cost to the Federal and Special Revenue funds would be $7,685,698. The above figures also include employee benefits at an average of 23.15% [FICA 7.65%; PERS 14.5%; 1% W/C]. There would also be a cost for the second year of the implementation which has not been calculated.

Explanation of above estimates (including long-range effect):


Calculations based on filled FTE positions in January 2011. Cost for increasing the annual increment from $60 per year to $100 per year and changing employees eligibility from three years of service to one year of full service on July 1, will increase annual increment cost by: 1)General Revenue/Lottery Revenue: $6,762,313 and employee benefits of $1,565,476 = $8,327,789 2)State Road Funds: $2,622,430 and employee benefits of $601,537 = total $3,223,967 3)Special and Federal Funds: $6,236,412 and employee benefits of $1,449,285 = total $7,685,697 TOTAL COST ALL FUNDING SOURCES = $15,621,155 and $3,616,298 employee benefits. The above cost will be an ongoing expense to state government each July. Outgoing years will have increases that are not built into agency base budgets for $40 (more than in current base budgets) for each FTE for the next few years until the increases (decreases) in out going years should be fairly consistent with new hires replacing employees leaving state government employment.

The State Road Fund will have an initial impact of $3,223,967 in cost to an already cash strapped funding source.
