Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

There would be no additional costs associated with the passage of this bill. The bill simply increases the maximum cash award that can be given to an employee from $10,000 to $16,000 and allows the Governor to give a secondary award if the suggestion is implemented in additional agencies and saved money. No award would be made unless the savings to the State, as a result of the suggestion, was in excess of 20% of the savings realized.

Explanation of above estimates (including long-range effect):

It is impossible to determine what the exact fiscal impact would be through the Employee Suggestion Award Board as we can not predict what suggestions will be forthcoming or what amount of savings would be gained as a result of each suggestion. However, the Employee Suggestion Award Program is guaranteed to save the State money due to reduced costs associated with a more efficient government based upon employees' suggestions. No awards would be made without proven evidence and documentation of the savings realized during the preceeding year. The amount of the award is determined based upon that savings amount.
