This proposed legislation changes the statutory salary scale with effective dates of July 1, 2009 and July 1, 2010 which equates to a retroactive salary increase, which is contrary to law and also creates an unfunded mandate.

The calculations used to determine this cost are based upon the July 1, 2010 proposed salary scale with an effective date of July 1, 2011.
