3. Explanation of above estimates (including long-range effect):
    The purpose of the bill is to limit the number of hours an individual may be reimbursed for from 15 hours to 6 semester hours each year. The bill would also change the total number of eligible semester hours for critical shortage areas from 15 maximum to an unlimited amount. The proposed legislation would not give reimbursement priority to the semester hours taken for an additional endorsement in a critical shortage area. Additionally, in the 2010 fiscal year there were 833 requests for reimbursement totaling approximately 2 million dollars, currently the legislative appropriation is $300,000. Unless there was an increase in the appropriation for tuition reimbursement, there would be no increased financial cost associated with this proposed legislation.
