Explanation of above estimates (including long-range effect):
The purpose of this bill is to mandate certain salary supplements for teachers, principals and assistant principals in the schools with a student population that is high poverty or high minority and for teachers teaching in a documented area of shortage in math and science in those schools. The bill also provides for monetary incentives for teachers, principals and assistant principals whose students meet goals for student growth during the preceding year. The bill also authorized county board to provide county supplements for the same purposes.
The cost estimates were based on the following facts and assumptions:
Schools identified as being high poverty 177
Schools identified as being high minority 64
No of classroom teachers eligible for the high poverty or high minority supplement 4,466
No. of principals and ass’t principals in high poverty or high minority schools 274
No. of math and science teachers in high poverty or high minority schools 765
No. of classroom teachers and other instructional personnel employed 22,066
Since the multiple student growth goals have not been developed as of yet, the number of teachers whose students will meet those goals cannot be determined, however, a low and high estimate is provided, with the low estimate being based on the assumption that half of the classroom teachers employed (50%) will be eligible for the growth supplement and the high estimate based on the assumption that all classroom teachers (100%) will be eligible for the growth supplement.
