Effect this measure will have on costs and revenues of state government.


The WV Division of Corrections has no way to predict how many offenders would be convicted and sentenced to our custody as a result of this legislation. However, for each offender convicted the State could expect to pay $25,651.00 per offender per year (based on average annual cost per inmate in FY2009). This cost excludes whatever funds may be necessary to expand already overcrowded prison resources in the future.
