House Bill 4631 would require students receiving the PROMISE scholarship to repay tuition and fees for classes that are dropped after the end of the add/drop period. The average hourly rate is $312 per hour, per semester for a full time student for the 2009 fall semester. Students taking 12 hours or more are considered full time. During the 2009 fall semester, 2,787 hours were either dropped or were hours for which students did not receive a passing grade at West Virginia’s public higher education institutions. From the data available it is not possible to differentiate between the hours related to dropped classes and those related to failing grades. In addition, data from West Virginia’s private higher education institutions are not available. However, using the data available for the public higher education institutions, staff estimates that seventy-five percent of the 2,787 hours may be attributed to dropped classes; therefore, 2,090 hours at $312 would generate $652,080 in repayments from PROMISE students if this law was in effect for the Fall 2009 semester.
