Effect this measure will have on costs and revenues of state government.


The only source of revenue to support the activities identified in the bill related to genetically engineered species monitoring and enforcement is from fines assessed for non-compliance. It is impossible to predict non-compliance and thus revenue estimates. Fines collected from this would have to be deposited into a Special Revenue account. The realm of activities covered by this bill is so extensive and vague that an estimate of the cost to provide the personnel, facilities, equipment, supplies,travel expense, etc. is impossible to develop. This type of activity would require establishment of an entirely new program.
