Effect this measure will have on costs and revenues of state government.


The WVDOC does not have the ability to predict how many new offenders, who are sentenced for distributing drugs, may have done so within view/or a certain distance of a bus stop. Nor can we determine how many existing offenders committed their crime in a situation that would fit the modification in this proposed legislation. However, for each additional year an offender may stay in WVDOC custody as the result of this legislation the State of West Virginia should expect a cost of $25,651.00 annually (based on FY09 Average Cost per Inmate Per Year). This does not include any expansions or bed additions that may be necessary to accommodate the increasing jail backlog.
