Effect this measure will have on costs and revenues of state government.

This bill would require the Department of Administration to adopt the Green Building Standards for construction or renovation of public buildings over five thousand square feet. It requires a Silver LEED standard. It is impossible to determine the exact fiscal impact to the State with the passage of this bill as the amount of savings gained with the increased construction costs are unknown. However, there would be some increased administrative costs to the State as the Department of Administration will be required to monitor and document the operational costs and savings of all projects; review all proposals for LEED Silver waiver, or lesser green building standards; to conduct Buildings Advisory Committee meetings; make recommendations and enforce this Article. Additional staff would be required. It is anticipated that an Architect would need to be hired at a salary of $72,000; and Administrative Assistant at a salary of $30,000; and two Plan Review staff at a salary of $40,000 each. This would be an increase in administrative cost of $182,000.00. Additionally, the bill does not indicate that the members of the Green Buildings Advisory Committee would be compensated for their time or reimbursed for their expenses. If it is determined that they shall receive compensation or reimbursement for expenses, the cost to the State would increase accordingly.

Explanation of above estimates (including long-range effect):

The Department of Administration is concerned about their ability to fully comply with the provisions of this bill as they do not have control of all "State Buildings" nor do they have knowledge or control of all "Public Agency" as defined in the bill. A requirement for all "Public Agency" to report all projects to the Department of Administration prior to construction would be needed. Additionally, the definition of "major facility project", with the five thousand square foot of occupied or conditioned space, is very small and would encompass almost all State owned building construction which is a significant number of projects.
