Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to codify the West Virginia Partnership to Promote Community Well-Being established by Executive Order No. 8-04. As written the fiscal impact to the Department of Health and Human Resources (DHHR) for this legislation is unknown. The West Virginia Partnership to Promote Community Well-Being is currently funded by a federal SPF SIG Funding grant through the Department of Military Affairs and Public Safety. This funding will terminate in September 2010. The funding to continue this program will be required from another source.

Memorandum


The Partnership currently exists by operation of an Executive Order. If codification occurs this will result in duplication of services already provided by the Department's Bureau for Behavioral Health and Health Facilities. While there may be no direct costs to DHHR, there may be a duplication of services currently provided by DHHR including establishing a grant application process, overseeing implementation of grants, establishment of a data-gathering system, program review, staffing and administration of the Partnership. Further since DHHR's Bureau for Behavioral Health and Health Facilities (BHHF) has been designated as the Single State Authority for substance abuse prevention and treatment by the federal entities overseeing the funding of this program, any codification of an additional program could jeopardize the design.
