Effect this measure will have on costs and revenues of state government.


The proposed legislation is expected to have a negligible effect on costs and revenues. In a typical year, DEP will identify 100 to 170 waste-tire piles throughout the state that consist of at least 25 tires, but fall short of the 100-tire minimum currently required to initiate remediation. Based on historical data, remediating all such sites would likely result in the removal of less than 10,000 tires, and perhaps as few as 5,000. In 2009, between cleanups and sponsored collection events, DEP removed approximately 350,000 tires. Given such a large annual volume, the removal of an additional 5,000 to 10,000 tires could be efficiently accomplished within DEP's existing framework at little or no increased cost to the state.
