Effect this measure will have on costs and revenues of state government.
The legislation has NO financial impact on the Division of Highways.
The bill provides:
1. 17-28-4(d)requires that the project sponsors reimburse the DOH for the cost of detailed review
2. 17-28-8(b) provides that the commissioner may require the sponsor to have a dedicated revenue source to fund operations and maintenance of the project.
3. 17-28-8(c) provides that State funds can only be used on a project IF the Highway Commissioner provides his written approval.
3. The counties may fund the project using alternative funding sources such as user fees, bonds, etc.
