Effect this measure will have on costs and revenues of state government.
The provision in this bill in 61-3-39m that calls for a program for worthless check offenders could have a negative effect on court fee collections that fund the bonds for the construction of the jails. In paragraph (f) of the bill the prosecuting attorney has the ability to dismiss all but one of the charges against an offender. If the magistrate court is issuing multiple court fees for multiple offences then multiple charges being dismissed with court fees would negatively affect revenue. If the magistrate court is only assessing one court fee for multiple check warrents than this change would not affect court fee revenue. The extent to which this would have a negative effect would also be directly affected by the number of persons admitted to the program and therefore would not be known until such programs were implimented.
