Explanation of above estimates (including long-range effect):


The purpose of this bill is to: provide for the continuation of the salary supplement for classroom teachers who renew their certification issued by the National Board of Professional Teaching Standards (NBPTS); to reimburse teachers the fee for renewing the certificate, and to continue the supplement for the teachers who accept employment as a principal, assistant principal, or other school level instructional leadership position. Since WVC 18A-4-2a already authorized the continuation of the supplement for classroom teachers upon renewal of their certificate, there is no additional cost associated with this provision. Regarding the cost for the reimbursement of the renewal fees, with the renewal fee being $1,150, the cost would normally be this cost times the number of classroom teachers whose certificates expire in the upcoming years. However, since the Legislature has been appropriating more funds that needed for this purpose for the past several years, and the number of teachers whose certificates expire in the upcoming year is only 23, the cost for reimbursing these teachers the renewal fee can be absorbed by the unused funds currently available, therefore, there will be no additional cost for this provision, either. There are 20 professional educators who possess the certification issued by the NBPTS that are employed in positions other than as a classroom teacher, therefore the estimated cost through the Public School Support Program to provide the funding for the $3,500 salary supplement for these personnel is $95,382 annually.
