Effect this measure will have on costs and revenues of state government.
The purpose of this legislation is to require licensed or registered child care centers to have a written plan for evacuation in the event of an emergency; and making it a point of investigation before a license is received.
As written the proposed legislation will have no fiscal impact on the Department of Health and Human Resources. All required work, including re-promulgating several sets of legislative rules could be done with existing staff.

Memorandum
The bill does not clearly define which types of child care facilities will be impacted, the bill language refers to child care centers but also mentions facilities that "receives a certificates of registration" which are issued to family child care homes.
