Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require professional licensing boards to set fees by legislative rule and to require posting the proposed rule on their website and notify membership by mailing a postcard or placing the notice in a newsletter thirty days prior to filing the rule with the Secretary of State.
The Department of Administration does not have sufficient information available to determine the fiscal impact to the State with the passage of this bill. The professional licensing boards are autonomous boards and do not fall under the purview of the Department of Administration.
The Department of Administration does not know how many professional licensing boards have been established; how many of those boards already have websites; how many of those boards send out newsletters; or how many members each licensing board has in it’s membership. Therefore, we can not determine the costs to the State.
The Department of Administration does not have knowledge of what current fees are being charged by each licensing board or what increases may be expected. Therefore, we can not determine what additional revenues may be created by the boards.

Explanation of above estimates (including long-range effect):
Although the Department of Administration does not have sufficient information to determine the fiscal impact to the State, if you assume that each of the professional licensing boards already have existing websites and currently send out regular newsletters, the costs associated with this bill should be in amounts that could absorbed by the licensing boards.
