3. Explanation of above estimates (including long-range effect):
The purpose of this bill is to authorize the State Board of Education to designate innovation zones; establish processes for application and plan review and approval and amendment; provide process for grant of exceptions to State Board and county policies, rules and interpretations and statutes; provide revocation of designation and plan approval; require annual report by the State Board; provide for the voluntary transfer of employees; provide for teacher job postings that exceed certain qualifications and requirements; and authorize the board of education to promulgate rules and emergency rules.
The estimated cost of this proposal is $500,000, but this amount has been included in the Governor's recommended budget for the 2009-10 year, therefore there will be no additional cost to the State. |
