Fiscal Note. $0 Summary. The Learn and Earn Program will have no impact on the revenues or costs of state government because it merely expands the purposes for which funding for the Workforce Development Initiative Program may be used. At present, $1 million is appropriated annually to the Council for Community and Technical College Education for a competitive grant program whereby employers agree to match state revenue to assist community and technical colleges to start or expand educational programs in areas in which there is a high demand for jobs. This legislation would allow employers to participate in a comparable Learn and Earn cooperative education program whereby a student could go to school and work for an employer at the same time. The cost of a student’s salary would be divided evenly between the State and the employer. The goals of this program include making it easier for students to pursue degrees in high demand fields, allowing students to gain valuable work experience, and giving students an inside track to full-time employment with sponsoring employers. Employers get better-qualified employees, and students are more likely to stay in West Virginia if offered employment by the sponsoring company.

Explanation of Estimates. The Council for Community and Technical College Education will operate the current Workforce Development Initiative Program and the new Learn and Earn Cooperative Education Program within the current $1 million appropriation.
