| The West Virginia Division of Corrections has never had an offender convicted and sent to our custody under the death penalty. Therefore, we cannot estimate how many offenders this may effect. If this bill were to pass, the WVDOC is not equipped to carry out the death penalty and it would be a significant fiscal impact for training, personnel, equipment, etc.. Many states throughout the nation have determined that imposing the death penalty is a very costly operation. Also for each year that an offender would spend in WV DOC custody as a result of this legislation (up to 25 years) the state could expect an additional cost of $23,264 per year based on FY 2008 numbers. |
