Currently, Municipal Clerks/Recorders administer elections on the municipal level. Language in this bill would place that burden on the County Clerk for the selected municipalities involved in the pilot program. We would suggest returning that duty to the municipal officer pursuant to West Virginia Code ยง3-1-2a(c).
