Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The WV Sesquicentennial Commission would be eligible for all gifts, grants, donations, bequests, and any other funds from any source to commence its work. There are no specific sources of revenue mentioned in the bill, however should the commission be funded, the legislation requires the State Treasurer to make expenditures and disbursements from the fund upon written request of the chairperson of the commission. It appears the bill selects the state treasurer's office to be the fiscal agent for the commission and as such, the state treasurer's office would act in that capacity until the commission sunsets in 2014. The state treasurer's office would act in this capacity without charge to the sesquicentennial commission during its life. Without specific funding information, the state treasurer's office cannot project how this measure will impact the costs and revenues of state government.

Estimates are not given as the state treasurer's office has no way of knowing how funds will be raised, granted, or allocated to the commission. Therefore, estimating revenues and expenditures is impossible.
