Background: Senate Bill No. 536, if approved, would authorize the West Virginia Council for Community and Technical College Education to consolidate community and technical colleges if one or more of the following conditions are met: (1) the institution lacks the capacity to deliver community and technical college education; (2) the institution’s FTE enrollment is fewer than 1000 students; and (3) the community and technical colleges serve the same district or population center.

Explanation of above estimates (including long-range effect):
Justification: Staff believes this legislation is more likely to save money than to cost money. While initial one-time costs may be incurred during a reorganization or consolidation, any such costs should be more than offset by a reduction in administrative and programmatic costs as a result of the reorganization. It would be impossible to estimate the cost savings associated with reorganization without knowing the institutions involved and cost-saving opportunities.
