Effect this measure will have on costs and revenues of state government.
All of the entities that are recipients of the Tourism Promotion Fund reimbursements are West Virginia companies or non-profit organizations. In a general sense, if all of our recipients were required to use WV companies then there certainly would be an increased tax benefit for West Virginia. Since one of primary reasons for this funding is to attract out of state visitors which requires advertising in out of state markets, we currently do not have a mechanism to efficiently determine the fiscal impact of tax receipts or costs.
