Explanation of above estimates (including long-range effect):
Memorandum
The bill does not identify who would bear the cost of the recipients of public assistance having a photo ID produced/provided. The cost of a photo ID card by the Division of Motor Vehicles is $5 with a 5 year term.
If the Department were to provide a separate photo ID for recipients the cost would be as follows:
The DMV charges $3,000 for initial set-up (development) of a new ID card. There are approximately 191,049 household receiving either TANF, SNAP, Medicaid or a combination of the three, and 36,020 households receiving WIC benefits. Therefore if the cost of ID cards was assigned to the Department of Health and Human Resources, there could be costs of at least $1,138,345, (191,049 + 36,020 = 227,069 * $5 = 1,135,345 + $3,000 = $1,138,345) depending on how many cards would be issued per household.
