Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to allow volunteer firefighters a discount on motor vehicle registration fees. Volunteer firefighters would be given two years of motor vehicle registration when they pay for a one year registration. According to the WV State Fire Marshall’s office there are 417 Volunteer Fire Departments in West Virginia. After contacting several Volunteer Fire Departments, the Division of Motor Vehicles estimates that each Department has at least thirty members. Based on this number, the estimated revenue lost would be $356,535 every other year. A vehicle registration is $30.00, with $28.50 of that being the actual registration fee. Our interpretation of the bill is that the $1.00 fee collected for litter control and the 0.50 fee collected for insurance enforcement will still be paid annually by the firefighter. The cost to implement this bill will include changes to the Division’s vehicle registration database and cash register system. The total estimated cost for these changes is $12,500.
