Effect this measure will have on costs and revenues of state government.


The provision of this bill that makes the cost of incarcerating a person for less than twenty-four hours one half the amount of the amount charged for incarcerating an inmate for a full day would cost the state a reduction of revenues of $283,589. The provision of this bill that provides for the state to pay 50% of the cost of incarcerating an inmate would cost the state $33,751,384.

Memorandum


This bill does not specify how the Per-Diem charges that are presently made by DOC would be considered. In FY2008 the DOC was billed for 32.15% of the per-diem billing. Based on the 2010 budget the amount received by DOC would be $21,702,140.48. In the event that they would be under the same formula as the Counties they would be paying ½ , which would be $10,851,070.24. Additionally the Federal per-diem rate is currently $56.00 for prisoners held in the regional jails for the Federal Government. In FY 2008 the U.S. Government billing amounted to 6.78% of the budget. Based on the FY2010 Budget the amounts billed to the Federal Government would amount to $4,576,687.65.
