Effect this measure will have on costs and revenues of state government.


There are no additional funds that are needed. This bill will streamline the trustee accounting processes and will provide for the trustee account to no longer carry negative balances for those items in the bill after a time frame of one year. It also will provide for the capability to deposit any money, not to exceed $10.00, received after an inmate is released from an institution either through discharge of sentence, parole, court order, etc., into the Inmate Benefit Fund. The inmate will have already been given the money in his/her account on the day of relase, however, due to varying release dates, some or partial interest on his/her saving's account may not have been posted prior to or on the date of release. We are posting very minor amounts of interest and required to then forward the check to the inmate after his/her release for pennies sometimes. In the majority of these instances, the checks are not cashed. This bill will allow for more efficient and cost effective processes.
