Effect this measure will have on costs and revenues of state government.


This legislation creates a new independent State Trail Authority within the Development Office.The purpose of this authority is to develop and operate a statewide system of trails for multiple use, both motorized and non motorized. The bill creates a fifteen member board to coordinate the activities of the trail authority.It also calls for a minimum staff of four-a statewide trail coordinator and a district trail coordinator for each of the state's three congressional districts.

Explanation of above estimates (including long-range effect):


The above estimate is based on the Trail Authority not beginning full operations until January 1,2010.This estimate anticipates that the only expenses during the first six months of fiscal year 2010 to be the cost of travel of non state employee board members to board meetings and the cost of advertising and the other expenses of recruiting the state trail coordinator and the three regional coordinators. It does not provide any funds for a secretary or any other clerical support. It also assumes that the regional coordinators will work from their homes.



Memorandum


It is difficult to provide an estimate for the costs of operations of the State Trail Authority because this legislation is vague on when it is to begin operations. Any staff hired earlier in fiscal year 2010 would cause the above estimated costs to rise. Staff salary costs are also difficult to estimate because this legislation calls for the board to set the staff salaries. This bill in fact still calls for the State Trail Coordinator to start on January 1,2009. This legislation also does not provide a source of revenue to support Trail Authority operations.
