Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide for a pilot project intended to divert low-income residents from early institutionalization in nursing homes by providing personal home care in their communities. The Department anticipates there will be no fiscal impact related to the proposed bill. Personal home care covers personal care services in the home and is currently a covered service by Medicaid. Room and board is not a covered service by Medicaid for personal care homes. Therefore allowing these services to these facilities, which would be considered single family dwellings, would not change the services currently covered.

Memorandum


The Department's fiscal note response is based on our understanding of the proposed legislation providing for personal care home services in a setting that would be considered a single family dwelling. Currently, the Department covers costs associated with personal care services in the home and therefore would see no additional costs as a result of this proposed legislation. However, if the intent of the legislation is to provide licensed personal care homes, there would be additional costs to the Department for licensing efforts of the Bureau for Public Health, Office of Health Facilities Licensing and Certification. Additionally, since Medicaid does not pay for room and board, there is the potential cost to the Department's Bureau for Children and Families if the client meets the eligibility requirements for room and board. Finally, the Department's Bureau for Medical Services may see increased costs if the individuals are not currently enrolled in Medicaid.
