Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to clarify the formula for calculating an employees's daily rate of pay: to provide for the establishment of the state Employee Sick Leave Fund on July 1, 2008; and to require the Department of Administration to promulgate rules related to reimbursement of payments made to employees whose salaries are funding from a non-General Revenue Fund source. There would be no fiscal impact to the WV Public Employees Insurance Agency due to the formula clarification. At the current time the WV Public Employees Insurance Agency cannot estimate what the potential cost would be for the Department of Administration to assume administration of the State Employee Sick Leave Fund.
