Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to eliminate the prohibition against opening the public schools on Saturday and to remove the requirement that special classes conducted on Saturday be conducted on a volunteer bases.
If a county board would require students to attend Saturday classes, the board would be required to provide student transportation to those students, which would increase the State allowance for student transportation under the Public School Support Program (PSSP) for fuel and other operations and maintenance costs. Is not known, however, how many county boards, if any, would require students to be in attendance, but it is anticipated that very few would do so, so the additional allowance under the PSSP incurred by the State would be negligible.
The county boards who elect to open schools on Saturday would incur additional salary and facilities operation costs, but since the boards would be voluntarily offering Saturday classes, only the county boards who elected to offer the classes would incur an additional cost, and most likely they would have a source of funds available for this purpose.
