Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill establishes a West Virginia Convention and Visitors Bureau Accreditation Board. The board is responsible for establishing accreditation standards for county and municipal convention and visitors bureaus and is responsible for evaluating applicants for accreditation. The board is made up of seven members, with four of the members being appointed by the Governor. The board members serve without compensation and without reimbursement for any travel or lodging expenses. There will be no appropriation of state funds for compensation, costs or expenses incurred by the board in the exercise of its duties. The board is established under the Hotel Occupancy Tax section of the West Virginia Code and, therefore, should have no fiscal impact to the State of West Virginia. Since this is a local tax issue, I would recommend that a fiscal note request be sent to the WV Municipal League and to the WV Association of Counties as this bill would have an impact on their local government budgets.

Explanation of above estimates (including long-range effect):


The legislation does not have language requiring the board to have a staff in order to carry out their duties nor to require office space, furniture or equipment. Since the board is only required to meet twice a year it is contemplated that staff and office and/or meeting space would not be required on an ongoing basis.
