Under Legislative Rule 94CSR7, the West Virginia Regional Jail and Correctional Facility Authority can not make a determination on how the passage of this bill would affect the inmate per diem rate.
Please note, during the 2007 regular session, the WV Legislature implemented a three (3) year plan starting in Fiscal Year 2008 for state employees of correctional agencies, which allowed for a $5,000 across the board raise to be allocated $2000/$2000/$1000 over three years. The Regional Jail Authority adopted this plan.
Memorandum
The aforementioned legislation refers to salary increases, but it does not address the annual base salary for entry level correctional staff. Tenured correctional staff would receive the much needed salary increases, however, this legislation does not change the WV Division of Personnel starting base salaries. This is a continuing problem for the Regional Jail Authority and places us in a non competitive position in the current job market.
