Effect this measure will have on costs and revenues of state government.


This legislation creates a new independent State Trail Authority within the Development Office. The purpose of this authority is to develop and operate a statewide system of trails for multiple use, both motorized and nonmotorized. The bill also calls for the creation of a fifteen member board to coordinate the activities of the trail authority.It calls for a minimuim staff of four-statewide trail coordinator and a district trail coordinator for each of the state's three congressional districts.

Explanation of above estimates (including long-range effect):


The above estimate is based on the Trail Authority not beginning operations before July 1, 2009. The fiscal year 2009 funds in this estimate are just enough to cover non state employee board member travel expenses. The above estimate includes only salaries and fringe benefit costs for the State Coordinator and the three regional coordinators . It does not provide any funds to pay for a secretary or clerical support. It also assumes that the regional coordinators will work out of their homes.



Memorandum


It is difficult to provide an estimate for the costs of operations of the State Trail Authority because the legislation is vague on when it is to begin operations. Staff salary costs are also difficult to estimate because the legislation calls for the board to set the salaries of the staff. The legislation also does not provide a source of revenue to support Authority operations.
