Effect this measure will have on costs and revenues of state government.


This bill provides funds for the maintenance, repair and preservation of statutes on the State Capitol grounds from lottery proceeds. The bill creates a "Lottery Maintenance, Repair and Preservation of Statutes on the Capitol Grounds Fund". The estimated cost for the maintenance and repair can not be determined at this time. The General Services Division of the Department of Administration just recently agreed to take over the maintenance and repair of the statutes from the Division of Cultural and History. The Department of Administration estimates it will cost $5,000 per statute for the general maintenance. There are thirteen statutes on campus. The General Services Division needs to have an assessment done on the statutes from a statute restoration company which is estimated to cost $3,000.

Explanation of above estimates (including long-range effect):


The cost required for the actual repair and restoration beyond the general maintenance of the statutes is unknown until such time that the assessment has been accomplished. At that time the repair and restoration work would be completed by a qualified outside vendor through the procurement process.



Memorandum


There is no language in the proposed bill as to who has the authority to spend the funds. I would recommend some language that would clearly state that the fund shall be administered by the Department of Administration. This would enable them to maintain and repair the statutes as recommended throughout the year as long as said funds were remaining in the fund. The Department of Administration could monitor the fund and make requests to the Legislature for amounts that may be required for use during the following year during the annual budget process. I have spoken with John Melton at the Lottery Division and he is in agreement with such an amendment.
