Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this legislation is to establish a voluntary program to control and prevent infections in hospitals, ambulatory surgical centers and other health care facilities in this state. The bill provides for the appointment of the Infection Control Advisory Panel. The panel, along with the Bureau for Public Health, is responsible for developing and implementing the program. The Department's Bureau for Public Health (BPH) will be responsible for reimbursing the Infection Control Advisory Panel (ICAP) members for their reasonable expenses and fees as required for the performance of their duties. The ICAP shall meet in offices provided by the Commissioner of the BPH for the purposes of organizing and developing a voluntary infection control system to decrease the incidence of infection within health care facilities in the state. In addition, the ICAP may call upon the Commissioner of the Bureau for Public Health and his or her designees to facilitate the development of information, coordinate meetings and conferences with affected health care providers, and provide the necessary staff support as may be required by ICAP. The Department estimates the cost to be $72,417 including staffing and current expense costs.

Explanation of above estimates (including long-range effect):


Personal Services - $51,402 is based upon the following costs: 0.5 FTE Nurse IV @ $25,000 and 0.5 FTE Office Assistant III @ $12,500 for total salaries of $37,500. Benefits of $13,902 were calculated as follows: admin. fees and health insurance at $6,394 per FTE = $6,394; FICA, retirement and workers' compensation at 20.02% of personal services = $7,508. Current Expense Detail: ICAP travel expenses and hospitality for meetings is estimated @ $15,015 (avg. 250 miles x .445 x12 x 9 = $12,015; hospitality 12 meetings x $250 = $3,000). Other current expense costs will include the costs for computers, printers, and related computer and office supplies for the two staff employees totaling $3,660; rent expense and related utilities totaling $2,340. Total Current expenses of $21,015.



Memorandum


The current expense total does not include costs for panel member "fees" as the term "fees" is undefined. Our experience in the past with such panels, i.e. the Healthy Lifestyles Coalition, has been that the cost of travel related expense (mileage, meals, lodging) is all that has been reimbursable. In preparing this fiscal note, the Department has assumed that the intent of the proposed legislation is to establish an Infection Control Advisory Council (ICAP) that is charged with developing recommended policies, procedures and legislation for a program to monitor and prevent the incidence of infections acquired in hospitals and other similar health care facilities. It is assumed that program implementation would be a result of legislation proposed as a result of the work of the ICAP. Program implementation costs have not been included on this fiscal note. A technical flaw exists in the proposed legislation as follows: ยง16-3E-3. Definitions. (4) Bureau of Public Health - should be Bureau for Public Health.
