Effect this measure will have on costs and revenues of state government.


This legislation expands the role of the Secretary of Commerce in the goal to provide the availability of broadband and other information technologies throughout the State. The bill calls for the Secretary to develop a study to how best accomplish this goal through both provate and public sector efforts. It also allows the Secretary to hire staff to consult with local organizations on how best to implement this program as well as establish a state grant program to help implement these efforts. The major need at the present is funding for this study which will allow the Secretary the ability to provide the Governor and the Legislature a more exact estimate on how much it will cost to complete this effort by 2010.

Explanation of above estimates (including long-range effect):


The $2,000,000.00 is needed either this fiscal year or next so that the Secretary of Commerce can issue a Request for Proposal to hire a consultant to complete the study called for in this legislation. We have had an estimate as high $4,500,000.00 to complete this study. After the study is complete the Secretary ,in consultation with Governor and the other agencies inviolved in this effort, can give the Legislature a more specific request for the funds necessary to accomplish the goals of this legislation.
