Explanation of above estimates (including long-range effect):
The purpose of this bill is to allow school funds raised through fund-raisers or donations to be expended for student, parent, teacher and community recognition programs; to restrict the transportation of students to school-sponsored activity in any county owned or leased vehicle that does not meet school bus or public transit ratings; authorize county boards to transport students to a school sponsored activity in a vehicle that has a seating capacity of 16 or more passengers which is not owned and operated by the county board and requires the State Board to promulgate a rule to establish the requirements; authorizes a county board to lease school buses to public and private nonprofit organizations, including education employee organizations, for transportation associated with fairs, festivals, and other educational and cultural events; requires county boards to make available annually during normal working hours to all aides 12 hours of training; requires county boards to hire professional educators in summer school programs in accordance with existing personnel statutes; adds the job classification of “licensed practical nurse” to the service personnel job classifications and restricts a county board from transferring or reducing in force an aide position for the purpose of employing a licensed practical nurse; requires a county board to establish the beginning work station for a bus aide at board-owned facility with available parking, unless agreed to otherwise in writing; and requires every county board to establish a personal leave bank available to all employees; requires a county board to establish a leave donation program where a donor employee may transfer accrued personal leave to the personal leave account of another designated employee; restricts a substitute service employee from acquiring the job bidding rights of a regular employee; and prevents, after the fifth day prior to the beginning of the instructional term, the transfer of autism mentors or aides who work with autism students to another position in the county during the instructional term.
It is estimated that there will be no additional state cost as a result of this bill.
